  • The partnership reaffirmed the application of international law in cyberspace and expressed concerns about cyber attacks on critical infrastructures in the region.

Four countries that make up the Quad – Australia, India, Japan, and the United States – have recently discussed the need for increased collaboration in cybersecurity. Their main aim is to boost the resilience of the Indo-Pacific region to withstand rising cyber threats. They reiterated a commitment to an Indo-Pacific that is capable of detecting and countering cyber attacks.

The countries stressed the importance of adherence to international laws in cyberspace and expressed significant concern over cyber attacks against critical infrastructures in the region. A joint statement from the Quad Senior Cyber Group said, “Quad countries are among the world’s leaders in advancing digital technology, connectivity, and resilience and are undertaking efforts to provide capacity building in the Indo-Pacific region to strengthen the ability to defend their government networks and critical infrastructure from cyber disruptions.”

Collaboration plans include securing the resilience of the operational technology (OT) and information technology (IT) systems in critical infrastructures, driving mutual recognition of product labeling schemes from Quad nations for Internet of Things (IoT) cybersecurity, and developing critical and emerging technologies like artificial intelligence and machine learning.

The Quad partners also discussed potential cooperation areas concerning secure and resilient cyberspace in the region, including digital infrastructures and connectivity, undersea cables, telecommunications networks, and cloud services. Through their joint cybersecurity efforts, the Quad aims to provide concrete results that will assist in capacity building within the region.

They concluded by stating their resolve to continue leveraging the strengths and resources of the Quad partners to advance cyber initiatives, with the aim of achieving a more secure cyberspace and a free, open, inclusive, and resilient Indo-Pacific region.
